The goat horns naturally spawn inside the chests of Pillager Outposts. Every outpost chest spawns with a single goat horn. The type of horn is random, but you can’t get the ones obtained from screaming goats. As for the outposts, you can find these pillager structures in the following biomes:
If you can’t find the goat horns in these outposts, the only other way to get goat horns is directly from the goats. But you have to be creative while dealing with them.
To get goat horns in Minecraft, you have to make the goats ram their head into specific blocks. If a goat hits the target block without hitting any other entity in the way, it will end up dropping up to two goat horns. The type of the goat horn it drops is completely random, with eight of them being equally divided between each variant of goats.
