The Summit Shaper Sword in Genshin Impact can be obtained from Wishes. Wishes can be bought using Primogems which can be earned by playing the game, using Fates, or by purchasing premium currency and converting it to Primogems.
You will also need to wait for an appropriate Banner that can drop the Summit Shaper to rotate into the game.
