Looking at the map, it’s obvious that tall grass won’t be on the snowy side. So, you’ll have to stick to the eastern portion of the map for now.
There are a few places you can search. For instance, try around Sanctuary. The area should have some tall grass. Also, go south or northwest of The Daily Bugle and there should be some patches.
